Checks structure (templates, references, step ids) and resolves every step’s tool against the catalog: packs, user tools, plans, agents, and configured MCP servers. MCP tool names are checked at the server level only. Problems exit 1; success prints nothing to stdout. A plan whose requires_servers names an unconfigured server validates with a note.
