tests/migrations/v<N>/, copies it to a temporary directory, runs migrate_v<N> and every later migration with apply: true, then validates the migrated plans, agents and tools against the pack as it is now: every pack item they call must be public, and every literal step input must match the called tool’s input schema. Migrations that call builtin__infer use your configured model providers. Exits 1 on any problem, naming the file. A directory without pack.toml is a packs repository: every immediate subdirectory holding one is tested, so a repository’s CI is graph pack test at its root.
