Native tools

Always in the catalog under builtin__, like the built-in tools, but implemented inside graph.
The built-in plans (compose_plan, search_tools) and the drafter agents are built on them.

`builtin__validate_plan`	Validates a plan’s structure, templates and tool calls against the catalog.
`builtin__check_plan`	Validates a plan written as YAML, optionally after applying a patch to it.
`builtin__compose_context`	Gathers what a drafting call needs to write a whole plan in one pass.
`builtin__question_form`	Turns the questions a draft asked into the answer schema for an `ask` step.
`builtin__find_tools`	Searches for tools a drafting call asked for and adds them to the tools already found.
`builtin__catalog_tools`	Lists every tool in the catalog with its description, for searching.
`builtin__score_candidates`	Scores candidate tools for a task from 0 to 1 and selects the best.
`builtin__describe_tools`	Describes the named tools, in order, with their schemas and output shapes.
`builtin__try_tool`	Test-runs a drafted tool once, before it’s saved.
`builtin__save_tool`	Saves a drafted tool to the project’s tools directory and loads it immediately as `user__<name>`.
`builtin__save_agent`	Validates a drafted agent file, saves it to the project’s agents directory, and loads it immediately.
